It does say on our website right on the page of the item '* The free speech function is available in the 'Translate' application when connected to a WiFi network. The Partner LUX uses two independent Text Translation systems: one is built in and there is no Internet connection required to operate it and another one is Internet-based and requires Wi-Fi connection. '
No one makes an Offline Free Speech feature, it just does not exist.
Keep in mind, the text translation feature can be used entirely offline and is extremely accurate.
