Text <-> speech synthesis question  XML

As an English-speaking person interested in learning new languages, I'm wondering when there will be software available with speech synthesis capabilities in the *foreign* language. All the talking dictionaries 'speak' only English. Short of a formal course, I can think of no better way to learn a language than to use an english <-> (say) romanian translator and have the romanian words spoken to me. Are such products on the horizon? I can't believe English would be the easiest, or even most important language to need speech synthesis.

Thank you for your time and attention.
